The Newmarket Courthouse
Remediation and Retrofit
4 storeys, 65,000 sq. ft.
$19 million in total capital costs

The Ontario Realty Corp. is the real estate management arm of the Government of Ontario
and is responsible for over 5000 properties across Ontario. It is one of the largest real estate
owners in Canada.
The Goal:
Undertake the largest building remediation project known to date in Canada and the
implementation of major interior and base building upgrades along with the provision of
temporary facilities during the project.
The Newmarket courthouse had a number of technical problems that caused mold growth
throughout the building that could only be adequately addressed by vacating the building
and undertaking a major retrofit of the mechanical system and mold remediation of the entire
building. Court operations had to be relocated and maintained in temporary facilities while the
main building was brought up to the required standard.
The Results:
- Fully renovated and retrofitted facilities, delivered on a fast track basis and under budget
- 7 temporary facilities in leased premises throughout Newmarket to maintain court
operations during the project
The principal of Matrix Management Corp. was hired by one of the largest project
management firms in Canada to provide full scope project management to ensure that
the Courthouse remediation and retrofit project was completed in accordance with the
objectives set out by the Ontario Realty Corporation. The new facilities incorporate new automated
building controls, a separate fresh air supply system for the courtrooms, new lighting,
new finishes throughout and a number of major interior alterations as well as a fully retrofitted
building shell.
By applying thorough implementation planning, environmental expertise, fast track project
management techniques and maintaining regular close contact with all stakeholders, the
principal of Matrix Management Corp. significantly contributed towards the successful delivery
of the project.
